sms to cellular landline

I have a cellular landline, i.e. my home phone connects to a box that is cellular. 

Can I get SMS in thgis setuyp. Converting to a voice mail would be fine.

With the home phone service we offer, both incoming and outgoing text messages are unavailable. 

It is possible to send text messages from a cell phone to a regular landline for $0.25 each. These messages would be read out loud by an automated system when the person picks up.
