"Terms of Use" won't pop up for wifi

I'm using a new Samsung Galaxy S4 and when I try to use an open wifi network at a place like Walmart, the wifi connects but the "Terms of Use" agreement won't pop up to allow me to actually use the internet. I've tried opening Chrome and going to a webpage, turning the wifi on and off, turning the device on and off, but I still can't use the internet. Any suggestions?

Try the following:

 

  1. Go into Settings, select Wi-Fi and then touch and hold the Wi-Fi network in question. Select Forget network. Turn Wi-Fi off and back on, then try to connect again. Enter your username/password if required
  2. Could be a software issue, in which case you should reset the phone to factory settings. Before doing that, try to test another phone or tablet and see if you have the same problem (or ask a friend). If it works for other devices except your Galaxy S4, then you may want to reset it.
