Hello AllanSG,

  Welcome to the community!

  If the phone receives a call but you do not answer it, your phone will show a missed call. However, the WhoCalled text message is sent when the network receives a call but the phone is unreachable. That is, when it is turned off, or has no signal, such as in an elevator or underground, etc. Once the phone re-connects to the network, it should have received the text. 

  Is it possible the phone was turned off or didn't have any signal during that time? If it's happening sporadically, are you able to note whether a lack of signal could be resulting in the delay?

That sure doesn't seem normal. 

Does it happen often that  the WhoCalled text message come in late for you or is it first time?

It may be one particular number
