new sim card wont active through online portal

I just upgraded my phone to a pixel -- and was sent a new sim card to fit into the smaller holder slot. When I try using the website activation, I keep getting an error that the sim isnt tied to my number.

Does your previous SIM fit the new device? You can always keep using the same one
