A couple of years ago you had the option online of being able to block an inbound caller's texts only. That feature seems to have disappeared. I want to UN-block the same caller at this time. The caller currently cannot text me, but can call me as they always have been able to. The solution I seek is not available on my phone (iPhone SE). Please advise?

No, the option pre-dated the Extreme Text Messaging feature. There used to be a screen on the Fido website where a user could enter numbers they wanted blocked via Fido, as I recall with options for text or voice or both. The text block is still active.
And no, there was no third-party option or app involved.
