My Samsung S4 was stolen last night. Am I able to get a new Sim card and have my balance and monthly plan I've chosen switched over to the new Sim card and it still work the same as before?

Of cause you can.
You can buy a new sim card from any fido store or order one from an moderator in this forum.
Once you got the new sim card, you can activate it from fido.ca or by an fido agent, while keeping your plan and number.
