I tried to use twitter and Facebook messenger to contact fido, but I don't get any response. They sent me a message to ask me fill out the form and let them know when it's done. I filled up the form in 30 sec and let them know at 6:19pm and it's now 9:14 pm and I still get no reply. I'm quite disappointed at the service.

That is a pretty long time for them to still not respond to you, hopefully a moderator here in the community can assist you.
The plan you want to change to is it available on Fido website? If it is you can change it yourself by logging into the MY ACCOUNT section on Fido.ca then click on change plan and select the plan you want to change to.
You should also note that if you are in a contract and changing to certain plans you will incur fees.
