Have you both tried clearing the cache and cookies of your browser or trying a different browser altogether? Also, which method of payment were you trying to use?

I have the same issue.
I just tried paying my bill 4 times. After waiting for the payment to process for a longer time I got a processing error, then when I rretried, I got a message that said I just paid that very amount and asked if I want to pay it again. I tried paying again and got the initial processing error. Tried all from scratch, to no avail. Something is broken.
