I wasn't able to pay my bill for two months and the bill stated that my account no longer accumulates Fido Dollars.
I'm wondering if this is because I didn't pay my bill on time or this applies for everyone?

@Lune Are you currently in a contract? If you were in a contract before April 6-2016 and it recently ended then that would explain why you are no longers receiving Fido dollars because it woould have ended at the end of your contract. You can get more info here.
One more question,
If I make a new contract, will I be receiving Fido Points again?
