Monthly bill keeps increasing

Hello there,

My monthly phone bill should be $39 a month, however seems like I've been paying close to $100 each month.  My data is rarely on, I use wifi always, and keep within the restrictions of my plan (unlimited text, free calling after 6pm, etc etc.)  Please let me know how I can go about correcting this, as I should only be paying the $39 a month!
