Fido iPhone 5S on Rogers

I have a phone I purchased from Fido (on contract) and I have a friend who's interested in purchasing it. I've never actually opened the box, nor has the phone ever been turned on. Simple question is: if I sell it to him, will he be able to use it with his Rogers sim even though it was purchased from Fido?
 
Additionally, from what I've read, a phone doesn't actually lock until the first sim card is in inserted into it.

You can ask your friend try to activate the phone with a Rogers sim. 

It may work, but I believe that the phone should be locked to Fido already upon purchase.

You may reqeust au unlock for a charge of 50$.
