Im not sure how i use my fido dollars, or what they can be used towards. Seems every time i have tried over the years i have been told i am not able to use towards a new phone, or my bill, or accessories for my phone so why do i have them?

Not sure why someone would tell you that you can't use them to purchase a new phone, because that's the main reason for FidoDollars to exist.
