Most smart phone has built-in FM radio chip. The same model sold in Asian or other market has a built-in FM app. However most US and Canadian Carrier select to disable it , the reason is simple, carriers hope you use streaming data to listen to radio on their phone.
FM radio is important during a disaster, while cell phone network might out of order.
Now phone users in USA successfully rallied their carrier to re-enable FM radio on their phone.

As a over 10 years customer of Fido/Rogers, I expect Fido/Roger would be able to unlock the FM Radio on the phone.
You know what's interesting? my Fido phone has a built in FM radio chip and it works. I listen to music all the time on it. I have the Samsung Galaxy Ace II from Fido, yeah its kind of an older model

yes old phone generally has FM radios, I have a flip phone come with FM radio.
in recently years carriers demanded manufactory disable the FM radio.
