Change prepaid plan

I had credit of 25.00 and i sent text message did not go through. I called 611 said i was suspended or cancelled I am asking why? I am on prepaid I paid 2 20$ cards they both were in valid and took back to store they could not do a thing so rep decided to give 25.00 I under stand it did not fully cover my 45$ but I am looking to lower my plan to where it covers texting only and nights and weekends no data thanks I also sent letter to vice president office:
