Can't process new activation with a sim card

I've been trying to set up a new account for a friend who just arrived in Canada and will spend a lot of time studying here. I got him a brand new sim card and thought I could activate it online to save him the activation fee, however, the activation system doesn't let me confirm the order in the final step and kept telling me "there's a technical issue...blah blah blah." I've tried over 10 times and the result was always the same.

So Fido, please tell me why you advertised "No activation fee when you do it online" and then the activation system is actually a failure?

Were you able to test out activating the account using a different browser? Did it work?

That shouldn't happen! Can you please try through a different browser to see if gives different results?
