I was fortunate to change my phone plan to the 10gb for $60 deal on Monday over My Account.
Before the plan change it would show my billing start date (17th) but since I've changed my plan on Monday the 18th I don't see it anymore. Is my billing start date still the same as before (17th), or does it start on the date the plan was purchased (18th)?

Your billing cycle stays the same. The app however may not work until next cycle if your plan was changed during your cycle.
