Call forwarding not included?

So I have a Pulse plan from when you got 2 years of spotify but no voicemail included with it but now I'm understanding that call forwarding is also not included? Reason I ask is that I call forward my phone to other numbers I'm at and there is now a 3 something dollar charge on bill for forwarding.

If never ever seen in my life a plan that has no call forwarding included.

I have canada wide and everything so it's not LD
