I sort of lost my phone and unfortunately, i have not purchase an additional warranty. IG I am going to upgrade or downgrade, do I still need to pay for the balance that I owe for the phone that is lost?

You can definitely get a new one, if you get it at full price then you don't need to pay off the balance of your old phone. If you decide to get a new phone on a new 2 year agreement, then the balance remaining on the old device would have to be paid.
