KAPABLE-K is right, a negative balance is an indication that there's a credit on the account and no amount is owing.
If you overpaid, the over-payment of -$17.47 will simply be applied and deducted from your next month's bill. If your account is closed, then the credit will be refunded by mail to the address that we have on the account, about 2-3 weeks after the final bill comes out.

That credit will be applied to your next invoice so you will be paying $17.47 less on your next bill.
