Am I eligible for a data top-up

Hi, I've been reading around and I can't seem to find where it says I'm not eligible for a data top-up. My current plan is $45 (PLUS15_BC) where I have 100mb of data 100minutes CanadaWide and unlimited texting. I have used 92% of my data and have yet to receive the SMS for the top-up option. I haven't seen anything that states I'm not eligible and would very much appreciate a definitive answer.
