Activate new sim card but don't have the old one!

How can I activate my new sim card without having the old number (the nubmers are wiped off from the old one) is there a way to see the sim number on a locked sim phone?

Locked means that I tried too many times to enter wrong pin. 

But I got the sim swap done already by one of the agents.
