611 only in French

whever I call 611, 18884813436 its always in french, Its anoying me alot. 

After Many Random ties (almost an hour) customer care lifts the phone and its set to english and they cannot do anything. Its always always in french. 

It this goes on I will have to switch the carrier.

Please fix it or intime because of lack of support I would consider switching .
