  The data top-ups only apply to your current billing cycle. **edit** So no, it does not add additional charges to all of your next bills.** You must purchase a top-up before you’ve reached your monthly data limit. You can add a total of 7 top-ups per billing cycle. You can find additional information regarding the top-ups here and here.
