I am having trouble with my Fido Xtra perks on the App. 

I get notifications from Fido saying certain perks are available for me to redeem, but when I open the app, the perks (ie. Second cup iced coffee for this week) does not show up.  

My history tab does not show what I have redeemed from last week either.

I have updated the app, tried deleting and downloading it again, and nothing seems to be working.

Has anyone else experienced this?

It seems that you did try everything you could to make the Fido Xtra offers work.  I'll send you a PM so we can take a look into this further.
