5 hours of data error

Everytime I tried to use my 5 hours of data I run into the "Sorry, we've hit a snag.  Please check back later" message.

 

Deleted cache, deleted storage, reinstalled app, restarted phone.  Multiple combinations of the above. Nothing worked.
