read this article
the section in the article may provide some insight : OK, since I’m ‘roaming’ all the time now, will this affect my battery life?

Let me put it this way..
Scenario 1 : if you have read through the article thoroughly...and if your handset allows you to set network search mode from automatic to manual, then you will be able to turn off that roaming icon. You will be able to dial all your local number as usuall and you should not incurr any roaming charges.
Drawback ( may occur occasionally ) : there is chance that if you set your handset network search mode to manual, your handset may lose communication with the network (no calls no data ) and you will never know until you look at the screen and see no inidcator icons that you are connected to the network ...usually,no signal bars or your do not see provider name or network id. then you would need to go back into your hanset and do refresh network search and reconnect.
Scenario 2 : you leave the roaming icon on. Assumeing you do not travel outside your local calling area, you should not incurr any roaming charges. Of course, when you do go outside your local calling area, you are aware of roaming & LD for usage.
Drawback : none that i can think of at the moment...

no you won't unless you go outside your calling area (long distance charges) or got out of your home network (if it says that you;re connected to something other than FIDO and inthis case you;re really Roaming).
What you have is (most probabaly an eurepoean phone or something like that)
I had some time ago a french galaxy S that had the roaming icon on (a small R on the signal bars) What I did to get rid of it is to flash a canadian RADIO image and what they called CSC (The one ment for the BELL version of the phone) and the problem was solved.
One draw back of the roaming thing is that you need to check enable data when Roaming (if you have a data plane)
and if you live next to US ocasionally the will connect to some US carrier and yay get charged for data usage while roaming.

If i turn off the roaming data i lose all my connections... im not sure how to manual choose a network it only shows one which is ROGERS 2G
*EDIT
When i was messing with it i found some APN's if that has to do with anything...
Fido ISP GPRS and Fido Tethering...
Also i am not sure if i turned off roaming or not I went into my settings from
Settings>Sim Management> Roaming> Data roaming then i unchecked the Fido
