I saw the promotion on the website last night. I went to visit a store today to inquire about an appraisal on my phone to upgrade to a new model. I was told the promotion was no longer applicable, and that if I did trade in my old phone, I would only receive a $5 credit, and this only applied to new customers looking to sign up with Fido. I spoke to a representative on the Live Chat service, and they reconfirmed that the program is still in effect. They also recommended that I check the store locator link to see which stores offered the program. Having done so, I saw the store I had originally visited actually does have the program active. So what is going on? Was I speaking to a disgruntled sales rep?

Hi FidoHolder86,
I am sorry to learn that you had been misinformed. The FidoTRADE™ program was recently updated in which it is now only offered for new activations or for a migration from a prepaid account to a monthly account. Click here for more information on FidoTRADE™.

The website isn't really about who is eligible to redeem.
''Fido now takes back any used phone with the battery. You’ll get a credit equivalent to your used phone’s value, if applicable, for use in-store on the cost of your new phone or accessories. The FidoTRADE program is available only when you buy and activate a new Fido phone.''
Reading this would mean as long as i buy a new phone and it's active on fido, I should by definition be able to trade it in. If there is a change in the program where current fido customers are not able to take advantage of this, it should be implicit in the writing.
Of course, it is in the terms and conditions, and unfortunately can be misleading. Very unfortunate that active customers with the ability to renew are unable to take advantage of all these ''Fido Advantages''
