Overcharged

I was with chatr, i got a call 4 months back asking for a change to fido in a 65$ plan where i will get a 20$ discount for two years. Didnt get the discount on the first cycle , called them, they said it will kicj in on 3rd bill, they never mentioned me that, and then now its the 4th billing cycle, still it didnt kick in, they are not even picking up the phones, been in hold for over an hour. You guys are overcharging me and asking me to be patient?
